Tell me what you think

So yesterday at church I was talking to a person and we were taliking about kids. This person just happened to be out in the hall with their child. The child doesn't like to sit still, so the parents end up going out in the hall.
So my question is, when is the proper age to teach a child to sit still and be quiet in church?
Maybe I am just up tight, but from the day my kids could crawl, talk, and walk, their feet didn't touch the floor is sacrament meeting. And they knew that they had to be quiet. ( that only lasted until I moved into the same ward as my family:) )
It drives me crazy when people think that the kid is to small for rules. I just figure if you start it while they are young, then they don't know any different.
Same with a lot of the things we teach our kids, if we start when they are small they don't know any different.
Any way tell me what you think.

Good advice for me Heidi about not letting their feet touch the floor. I am sure our sacrament mtg would drive you nuts, as it does me, but now that I have a little one I am slightly more sympathetic. The back of the chapel (gym part) is like a circus with kids playing games and cars,etc! Nuts! Nuts!
